Every Hart car park charges on Sundays, bank holidays and overnight. Tariffs are frozen again for 2026/27, and only Hook has a free half hour. Full price list.
There is no free Sunday in a Hart car park. Every council car park in the district has a Sunday and bank holiday tariff, and every one of them has an evening tariff too. Parking between 6pm and 8am costs between £1.20 and £2.40.
Two facts are worth having before you read the tables. Hart has frozen every single parking charge for 2026/27: all 161 priced lines in the council’s fee schedule are identical to 2025/26, down to the 30p short stays. And the only free parking anywhere in that schedule is 30 minutes at the Hook car park.

Fleet town centre
Church Road and Victoria Road are the two main car parks and share one tariff. Church Road also has the long stay area, which is where the season tickets apply.

Note the jump. Four hours costs £2.40; the next band up is £8.00. There is nothing between them, so a five-hour visit costs more than three times a four-hour one.
Gurkha Square, Flagship and Admiral House, the Civic Offices central courtyard and the Civic Offices staff car park all use the same 30p, £1.20, £2.40, £8.00 and £9.00 ladder, but with restrictions:
- Gurkha Square closes to parking on Saturdays between 8am and 6pm for Fleet market. Its weekday maximum is two hours with no return within two hours, and its Friday evening tariff runs only to midnight.
- Flagship and Admiral House is Saturdays and Saturday evenings only.
- The Civic Offices courtyard is 30 minutes maximum on weekdays, with no return within an hour, and permit holders are exempt. Saturdays are open to anyone at the normal ladder.
- The Civic Offices staff car park is permit holders only Monday to Friday, and open at the standard rate on Saturdays.
Birchayes in Fleet is short stay only. Its daytime maximum is two hours at £1.20, with no return within two hours, and it is the one Fleet car park where the evening rate is £2.40 rather than £1.20.

Hook, Odiham and Hartley Wintney
These three villages share one tariff, and it is a much gentler curve than Fleet’s.

Hook is the one car park in the district with a free half hour. The 2026/27 schedule lists “Monday to Saturday, 8am to 6pm, up to 30 minutes (free vend)” at no charge. It is the only zero anywhere in the document. Hart’s single Hook car park is Crossways Manor on Reading Road.
That free period used to be longer. In March 2023 the council announced two hours of free parking at Crossways Manor, funded through the planning permission for Hook’s Sainsbury’s, and said it would run “for at least the next three years”. Blackwater
Blackwater has two council car parks, Community Centre and Station Approach, on a third tariff again.

Station Approach also has an “over 4 hours” rate of £6.00, which is the same as its up-to-10-hours rate.
Where parking is actually free
Three places, all of them country parks rather than town centres, and none of them useful for shopping:
- Edenbrook Country Park, The Brambles, Fleet GU51 5DW, next to Hart Leisure Centre
- Bramshot Farm Country Park, Bramshot Lane, Fleet, closest postcode GU51 2RU
- Hartland Country Park, at Hartland Village
All three are listed by the council as free parking.
Blue Badge holders park free in any marked bay in a Hart pay and display car park, with the badge clearly displayed. There is no time limit attached to that in the council’s wording. (Hart District Council, Find a car park)
How to pay
All Hart car parks are pay and display and take coins and cards. MiPermit works by app or phone and means you do not have to display a ticket. Contact the parking team at parking@hart.gov.uk or 01252 625990.
Season tickets and virtual permits
Season tickets cover Church Road long stay, Victoria Road, Blackwater, Hook, Odiham and Hartley Wintney long stay. Annual prices for 2026/27:

Monthly equivalents run from £84 at Hook, Hartley Wintney and Odiham to £117 at Church Road on a five-day ticket. Weekly tickets start at £22.
Virtual permits are sold for seven days, one month, three months or 12 months and cover Church Road, Victoria Road, Blackwater Community Centre, Blackwater Station Approach, Hook, Hartley Wintney, Deer Park View in Odiham and The Bury in Odiham.
Residents’ permits
Hart District Council does not issue these. On-street residents’ and visitor permits in Hart are run by Hampshire County Council through MiPermit.
Hampshire does not publish what they cost. Its own page says only that “permit prices are available upon application”, which means you cannot compare the cost before you apply. (Hampshire County Council, Parking permit)
Two rules from that page catch people out:
- Permits are required at all times, including weekends and bank holidays, unless the signs say otherwise.
- Not every property inside a permit zone qualifies, and each property has a capped number of permits. Once the cap is reached, no more are issued.
You will need a council tax bill plus a V5C, insurance schedule, hire or lease agreement or employer’s letter showing the vehicle is kept at the address. The vehicle must be taxed. All permits are digital and no paper ones are issued. No refunds are given on cancellation.
Blue Badge holders do not need a residents’ permit and can park in any residential zone with no time limit.
Station parking
Fleet, Hook and Winchfield station car parks are run by South Western Railway, not the council. Blackwater’s is a Hart car park.

At Fleet the hourly rate is £1.80, off-peak from midday Monday to Friday is £5.50, and Saturdays, Sundays and bank holidays are £5.50. The premium car park is £7.00 off-peak, at weekends and on bank holidays. The hourly rate at Fleet is available through RingGo only, code 77481; the premium car park is 77514. SWR gives free parking to Blue Badge holders who register in advance.
The arithmetic is worth doing if you commute from Fleet. A five-day annual season ticket in the council’s Church Road car park is £1,013. The station’s own annual ticket is £1,519, which is £506 more for a space in the same town.
Blackwater station’s 125-space car park is operated by Hart District Council itself, on London Road, and is open 24 hours. It takes the Blackwater tariff above, so a full day is £7.20 and a five-day annual season ticket is £900.
One thing to watch
Hart gives two different postcodes for the Church Road car park in Fleet on its own website: GU51 4LY on the recycling sites page and GU51 4ND on its Christmas tree recycling list. If you are setting a satnav, aim for Church Road itself.
Penalty charge notices
Hart enforces its own car parks and issues the penalty charge notices. Challenge within 14 days and, if the challenge is rejected, the discount period restarts for another 14 days from the date of the rejection letter. That is more generous than most councils and is worth using rather than paying immediately. (Hart District Council, Parking fines)
